The table indicates the percentage of pupils whose attainment is expected or above and those whose attainment is below ('developing'). It does not take into account the individual learning needs of each child, or their starting point. Some children will have needed to work much harder than others to reach the expected level as they will have started at a lower level than other children in their cohort.
